I beg to ask the Secretary to the Admiralty whether he is aware that on the 9th November last a list of promotions for services in China was published by the Admiralty, and that while all the naval officers on that list were thereupon immediately promoted, the Marine officers on that list remain now in precisely the same position as if no such announcement had ever been made; and will he state how, or what department, is responsible for delaying for seven months rewards conferred by the Admiralty on these Marine officers for distinguished service in the field.

I am informed that the War Office, with whom the decision in this matter lies, has decided that these officers will receive their brevet promotion dated 29th November last.
