I beg to ask Mr. Chancellor of the Exchequer whether the extra amount raised by the Loan Bill above the estimated requirements of the Budget can be applied to the war or other services of the year without Supplementary Estimates covering the expenditure being laid before Parliament; and, if not, to what purpose will the money be applied.

The answer to the first question is in the negative. Any surplus not required for expenditure would be devoted to paying off debt.
