§ MR. JOHN CAMPBELLI beg to ask the Secretary of State for the Home Department whether he is aware that judges have repeatedly condemned the practice of certain tradespeople in exhibiting goods on the footways outside of their doors as a dangerous incentive to theft; and whether he will take any measures to abolish this practice.
