I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland if he can state on what grounds have the Commissioners of National Education paid Mr. William O'Callaghan, of Churchtown National School, Buttevant, on the scale of £64 per annum, while his predecessor's salary was £ 12 7 per annum; and whether if this provisional salary is increased at the final fixing of teachers' salaries, the difference will be refunded this teacher.

I beg also to ask the Chief Secretary to the Lord Lieutenant of Ireland whether the money known as the Balance of Residual Grant, which teachers in Irish national schools get before the 1st April each year, is meant for the financial year ended 31st March, or for the year ended 31st December.
