[FIFTH DAY'S DEBATE.]

Order read for resuming Adjourned Debate on Amendment [19th February] to Question [14th February],"That an humble Address be presented to His Majesty, as followeth—

"Most Gracious Sovereign,

"We, Your Majesty's most dutiful and loyal subjects, the Commons of the United Kingdom of Great Britain and Ireland, in Parliament assembled, beg leave to offer our humble thanks to Your Majesty for the Gracious Speech which Your Majesty has addressed to both Houses of Parliament."—(Mr. Forster.)

And which Amendment was— At the end of the Question to add the words—' But we humbly express our regret to Your Majesty that, having regard to the Reports of the recent Royal Commission on the Licensing Laws and the widespread desire which exists that some effort should he made to dimmish the evil, which they describe as gigantic and a national degradation, there is no indication in Your Majesty's Gracious Speech of any intention to deal at all adequately with this subject.'"—(Mr. Whittaker.)

Question again proposed, "That those words be there added."
