I wish to ask whether the Leader of the House is prepared to make a statement as to the Government subventions in the case of the widows and orphans of those who have fallen in the war.

As the right hon. Gentleman is aware, the Government have decided on a system of pensions to be paid out of public funds to the widows and young children of soldiers and sailors who have lost their lives when on active service. This necessarily makes a great change in the character and functions of the Royal Patriotic Fund, or any other body administering the resources for which that body is now responsible. I have been in communication with the Duke of Cambridge, and he, with his colleagues on the Commission, concurs with His Majesty's Government in thinking that an inquiry would be desirable into the best machinery for dealing with the altered circumstances. Probably, the best course would be to appoint a joint committee of both Houses to make proposals on the subject.
