I beg to ask the Secretary to the Treasury, as representing the Postmaster General, whether he will explain why the instructions of the Secretary to the Post Office, to surveyors, of April, 1891, regarding special leave, are not being equally carried out in all districts; is he aware that Postman G. W. Bates, of Newcastle-on-Tyne, has been compelled to refund two days' pay for special leave granted on the occasion of his marriage in May last, whereas officers in London, Glasgow, and elsewhere have been granted such leave without deduction of pay; and whether, in view of these circumstances, the Postmaster General will issue an order to have the instructions of April, 1891, applied equally to all officers of the Department.
