§ MR. TULLYsaid the Bill was to appoint two Commisisoners at £1,000 a year. As he had already said, if the First Lord of the Treasury were present he would be closured.

§ MR. TULLYsaid that the clause stated that two Commissioners were to be appointed, but some explanation should be given as to why they should be paid £1,000 a year. He objected to Clause 1, and would move to omit it.
