§ MR. NORMANI beg to ask the Under Secretary of State for Foreign Affairs if His Majesty's Minister at Peking notified the representatives of the other Powers that he was unable to sign the protocol embodying the terms of settlement; and, if so, whether he can state the reasons for this action.
§ *VISCOUNT CRANBORNEThe final form of the protocol is still under discussion by a Committee of the Peking Conference; it is hoped that an agreement will be arrived at shortly.
