I beg to ask Mr. Chancellor of the Exchequer whether he will consider the desirability of granting a rebate of the duties on sugar imported from the colonies equivalent to the rebate which this country enjoys for its imports under the Canadian Tariff, and if he could state the approximate loss to the Revenue if there were such a rebate in the sugar duties.

No, Sir, I do not think this would be a practicable policy. It is impossible to estimate what loss it might cause in the yield of the sugar duty, because the extent to which sugar, possibly not really colonial, might be imported under it cannot be foretold.
