I beg to ask the Secretary of State for the Home Department whether he can state when he proposes to issue the memorandum on the Factory Bill which he promised in his opening statement.

I do not think it is quite correct to say that I promised the memorandum. It would be a matter of extreme difficulty, and to fully explain the measure it would have to be as long as the Bill itself, while a short memorandum, I am afraid, would serve no useful purpose. I hope, having regard to the fact that the Bill itself as well as the Consolidation Bill, is now in their hands, hon. Gentlemen will do without a memorandum.

Then I take it nothing further will be done in the matter?
