§ MR. BILL (Staffordshire, Leek)I beg to ask the Under Secretary of State for Foreign Affairs what is the present condition of the negotiations with the French Government respecting the Waima affair; and whether he can now state when the arbitration proceedings are likely to be commenced.
§ * VISCOUNT CRANBORNEThe Arbitration Convention dealing with the Waima and Sergent Malamine cases has been signed, and will be submitted by the French Government for legislative sanction when the French Chambers reassemble about the middle of next month. The Convention provides that the ratifications shall be exchanged as soon as possible.
