I beg to ask the Financial Secretary to the War Office whether he is aware that Captain Edwards, the local commandant, has-adopted measures against persons in Jansenville who refused to join the town guard, compelling them to labour at public works; and whether it is in accordance with any article of the Hague Convention to put non-combatants to forced labour in the case of their refusing to render military or police service.

I have no information as to the alleged action of the local commandant of Jansenville. There is no article in the Hague Convention applicable to the case mentioned.
