I beg to ask the First Lord of the Treasury if he can state to the House what is the reference to the Committee or other body for inquiring into the conduct of the war, and the date or probable date that the inquiry will take place.

Will the right hon. Gentleman answer the question with reference to reference? I said nothing as to that in my previous question.

It would be most irregular to answer a question as to the terms of the reference until the time for the appointment of the Committee is approaching.
