I beg to ask the First Lord of the Treasury whether, in view of the ruling of the Speaker on 28th March, 1899, that the thirty days should run from the date at which the Code was actually available to Members, it was in order to fix the date for the coming into operation of the Education Code, 1901, at one month from 28th March, seeing that the Code was not at that date available for Members and is not yet in their hands; and whether, in view of the extreme importance of the document, he will give an opportunity for the discussion of the Code and Minute with regard to higher education before they will be put into operation.

As I understand the first part of the question, it is one on a point of order and should be addressed to the Chair. With regard to the last part, I may remind the hon. Member that there have been two debates on the subject—one on the King's Speech this year, and one last year.

will it be possible to secure that the Code does not come into operation for thirty days after it is available to Members? It is not yet in their hands.
