SWIFT MACNEILLI beg to ask the Under Secretary of State for War whether it is at the instance of Lord Roberts or of the authorities at the War Office that the officers in regiments engaged in active service have been passed over for promotion in the filling of vacancies by death in action in these regiments, and that the vacancies so caused have been filled by the promotion of officers serving in other regiments, who have never been engaged in action, and without recent experience of warfare.
