§ MR. A. J. BALFOURThe obstacles in the way of carrying out such a suggestion are insuperable. I have answered this question more than once, and if the hon. Member will refer to the answer I gave on 17th February last year✶ he will find in some detail the obstacles which render the scheme impracticable.
