I beg to ask the Under Secretary of State for War whether the officers commanding divisions and brigades in South Africa have been appointed on the recommendation of the Army Board, or otherwise.

No, Sir, that is the normal procedure which governs all appointments other than those specified in the question. The appointments to these higher commands in the Army in South Africa were made by the Secretary of State on the recommendation of the Commander-in-Chief, Lord Wolseley.
