§ Motion made, and Question proposed, "That the Bill be now read a second time."
§ MR. JONATHAN SAMUEL (Stockton)said that some explanation should be given regarding the Bill. They had such a number of Bills introduced every session to amend the Act of 1891 that they would soon require a consolidating Bill.
§ MR. BROADHURST (Leicester)said the Bill was purely formal. It would save expense and obviate the necessity for holding a useless meeting.
§ MR. JONATHAN SAMUELsaid the House ought to have fuller information.
§ * SIR JOHN DORINGTON (Gloucestershire, Tewkesbury)said that, following the analogy of the Municipal Corporations Act, the Act of 1891 fixed a statutory meeting every year, but as County Council elections only took place every third year this was very inconvenient and the Bill would alter this.
§ Question put and agreed to.
§ Bill read a second time and committed for Wednesday next.
