I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether he can say when the new scheme for national education in Ireland will be promulgated.

An outline of the new scheme of national education has already been made public by means of a circular addressed in March last to the managers of national schools by the Commissioners of National Education. This circular refers to the discontinuance of result fees, the new arrangements for payment of salaries, the simplification of the programme of instruction in schools, and the conditions of appointment and promotion of teachers. Managers have been informed that the details of the new scheme will be communicated when the rules in connection with the altered system of payments have been finally approved of by the Irish Government and the Treasury.
