§ Mr. ARTHUR O'CONNOR reported from the Chairmen's Panel, that they had appointed Mr. John Edward Ellis to act -as Chairman of the Standing Committee for the consideration of Bills relating to Trade (including Agriculture and Fishing), Shipping, and Manufactures, in respect to the Railways (Prevention of Accidents) Bill; and that they had appointed Sir James Fergusson to act as Chairman of the Standing Committee for the consideration of Bills relating to Law and Courts of Justice and Legal Procedure, in respect of the Ecclesiastical Assessments (Scotland) Bill and of the Town Councils (Scotland) Bill.
