§ MR. ATKINSONThe prohibition contained in the 77th Section is not absolute, but only conditional. I cannot therefore answer the question in its present general form. If the hon. Member will refer me to the particulars of some specific case in which the provisions of the 77th Section of the Act have been contravened, I will obtain a report as to the facts, and endeavour to reply.
