I beg to ask the Lord Advocate whether the formalities required in connection with rules to be prescribed under The Fine or Imprisonment (Scotland and Ireland) Act, 1899, have yet been completed; and whether the statute has come into operation in Scotland.

Have the rules in fact been laid? They have not appeared among the papers.

Yes, they have been laid in the short session, in the autumn, which did not permit of their being on the table the full forty days.
