HC Deb 19 March 1900 vol 80 c1287

Order for Second Reading read.

MR. JOHN BURNS (Battersea)

The object of this Bill is to prevent Vagrant children being used by tramps and casuals perambulating all parts of the country to provide them with money. This Bill is brought in by the hon. Member for Derby, and is backed, by two or three others on the other side of the House. I hope it will not be opposed, but if objection is taken to it upon the ground that it has not been sufficiently considered, I am prepared to put it down for Thursday or Monday next.

Motion made and question proposed, "That the Bill be now read a Second time."

THE SECRETARY TO THE LOCAL GOVERNMENT BOARD (Mr. T. W. RUSSELL,) Tyrone, S.

This Bill affects both the Local Government Board and the Home Office, and it is more of a police measure than anything else. We cannot consider the measure fully until we have had a report from the Home Office, and I should be obliged if the hon. Member will give us a little more time to consider it.

MR. JOHN BURNS

Then I will put it down for Thursday week.

Debate adjourned till Thursday, 29th March.
