§ *SIR M. HICKS BEACHAs my hon. friend is aware, I have received several deputations on this subject, and they undoubtedly have brought before me matters with which I was not previously acquainted. I do not think it would be right, in view of the considerations which have been laid before me, to press the clause in its present form. I shall further 1184 consider the matter before Committee in order that I may, if necessary, place another clause on the Paper, and that, of course, would require a preliminary Resolution. The clause as it stands will not be proceeded with.
