WEIRI beg to ask the Lord Advocate whether the Secretary for Scotland has received memorials from certain parish councils in Scotland urging that parish councils should be represented on the boards of royal lunatic asylums, and that there should be a public audit of the accounts of these boards; and will he state what action it is proposed to take in the matter.
