CALDWELL(for Mr. HEDDERWICK, Wick Burghs) (Lanarkshire, Mid)On behalf of my hon. friend, I beg to ask the Secretary of State for the Colonies whether certain of our loyal colonies in the West Indies offered to contribute contingents to our forces in the field in South Africa; and, if so, whether, with due regard to public policy, he can state the grounds upon which the offer was declined.
