I beg to ask the Secretary of State for India whether he has any information to the effect that the Telegraphic Convention with Russia has been renewed by the Indo-European Company on the basis of a return of 17½ per cent. to that Government from the gross earnings of the company; and whether this arrangement has been concluded with the knowledge of and after consultation with the Indian Government, as one of the joint purse partners. *See page 413 of this volume.

I have no information as to the renewal of the agreement between the Indo-European Telegraph Company and the Russian Government, nor has the Government of India, so far as I am aware, been consulted on the subject.
