§ MR. CALDWELL (Lanark, Mid)asked the Financial Secretary to give some little explanation with regard to this excess Vote.

Member will see from the statement on the Vote, there is an excess in the appropriation to-day 1027 more than the excess on the expenditure. The excess on the expenditure occurs from unforeseen circumstances, the first of which was that too much was calculated as coming into the account in respect of the abolition of deferred pay. On the other hand, there have been additional charges for transport which took place through the unexpected movement of troops. That accounts for a very large sum.
