I beg to ask the Under Secretary of State for War, seeing there are no barracks in Ross-shire, or north of Fort George, will arrangements be made to provide for barracks at Dingwall in the scheme now in course of preparation for barracks necessary for the forces which are to be permanently added to the Army.
