GENERAL RUSSELLI beg to ask the Under Secretary of State for War whether there is any prospect of the Government holding out additional inducements to Volunteers, in shape of personal allowance, so as to enable them to attend a camp or school of instruction for such periods as are really calculated to increase their efficiency.
