§ MR. BUCHANANI beg to ask the Under Secretary of State for War why has a large proportion of the liabilities for sea transport incurred during the present financial year, as stated at page 6 of the Secretary of State's Memorandum, been placed on the Estimates of next year, instead of being inserted under that head in the recent Supplementary Army Estimate.
