§ THE FIRST LORD OF THE TREASURY (Mr. A. J. BALFOUR,) Manchester, E.I believe the Secretary for Scotland proposes to introduce this Bill in the House of Lords. I am not aware of the actual day of introduction; but the Bill will deal with the funds available for secondary education.
