I beg to ask the Under Secretary of State for War whether the attention of the War Office authorities has been directed to the order issued by the general officer commanding, at Salisbury Plain, in which officers commanding battalions whose men have caps only are recommended to make arrangements for the supply of cap covers or cheap white or khaki caps which should, be paid for out of the institute funds; and whether, having regard to the fact that the regimental institute funds, practically belong to the soldiers and should be expended entirely for their benefit, it will be provided that the ultimate cost of procuring suitable equipments for the troops should not fall upon the institute funds.
