At the present time the procedure of Councils in Ireland cannot be altered except by Act of Parliament. We think it desirable to introduce an easier process and to provide for greater elasticity, and this Bill consequently proposes to enable it to be done by Provisional Order instead of by Act of Parliament.

Bill to provide for the alteration of the Local Government (Procedure of Councils) Order, 1899, ordered to be brought in by Mr. Gerald Balfour and Mr. Attorney General for Ireland.
