I have an Amendment to move to this Bill. It will be remembered that when, through some misunderstanding, it obtained its Second Beading, I intimated that it would be necessary to introduce some very important Amendments, and this is the first of them. [Opposition cries of "Agreed!"] Hon. Members opposite may cry "Agreed," but I am not sure that Members on this side of the House are agreed, and it is their opinion which I wish to obtain. I believe the adoption of the Amendments which I have drawn will make the measure harmless and even desirable—
