GENERAL RUSSELLI beg to ask the Secretary of State for the Home Department whether his attention has been called to the dangers which occur in crowded thoroughfares from the fact that drivers of covered vans are not obliged to have sidelights; whether he is aware that in nearly all Continental capitals there is a strict regulation on this point, and that it is rigidly enforced; and whether he can see his way to have this precaution made also compulsory in London.
