SIR EDWARD SASSOON (Hythe)

I beg to ask the Under Secretary of State for Foreign Affairs whether, in view of the fact that the centre of European authority is now transferred to Shanghai, Her Majesty's Government see any ob- jection to the immediate appointment of Mr. Pelham Warren, acting Charge d'Affaires in China.

As I stated on the 20th instant, Mr. Warren has full powers to take all necessary action, but it is not considered desirable in the present state of affairs to make the change suggested by the question.
