I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether he is aware that a team selected from twenty Irishmen representing all Ireland has won the Elcho Shield at rifle shooting; whether these men are prevented from competing for the Queen's Prize because the law prohibits Volunteer corps in Ireland; and whether he proposes to enrol Volunteers in Ireland or establish rifle clubs where all who so desire may have an opportunity of learning rifle shooting.

I am aware that the Elcho Shield has been won this year by an Irish team. The second para- graph correctly assumes that legislation would be necessary for the establishment of Volunteer corps in Ireland. The question of the formation of rifle clubs should be addressed to the War Department.
