MR. YERBURGH (Chester)

I beg to ask the Under Secretary of State for Foreign Affairs whether, in view of the fact that Mr. Warren, the Acting British Consul General at Shanghai, is now the senior representative of British interests in China, and possesses such knowledge of Chinese affairs as will enable him to deal with the Viceroys in the present crisis, the Government are prepared to give him temporary rank as Chargé d'Affaires.

Full powers to take all necessary action have been given to Consul General Warren, but it is not considered desirable in the present state of affairs to make the change suggested by the hon. Member.
