I beg to ask the Under Secretary of State for Foreign Affairs whether, if it be impossible to assist the British Central African Protectorate with a direct grant, Her Majesty's Government will be prepared to guarantee a loan for the construction of a railway from Chiromo to Lake Nyassa.
