I beg to ask the First Lord of the Treasury if he can say when it is intended to consider whether any and what change should be made in Parliamentary procedure, so that notices of Motions may not prevent the House discussing questions of urgency or importance.

I also desire to ask the First Lord of the Treasury whether, as Members of the House generally are deprived of the opportunity of moving any Amendments in the case of Bills which are reported without Amendment by Standing Committees, he will consider the expediency of such an alteration in the mode of procedure as will secure that all Bills reported from a Standing Committee, whether amended or not, shall be considered on Report in the House.
