I beg to ask the Financial Secretary to the War Office whether he has any information to the effect that Lord Roberts' army is now hampered by the want of boots, and that a large portion of the troops now under his command are almost barefooted.

In consequence of statements on this subject in the press, the Secretary of State had a telegram of inquiry sent to Lord Roberts on the 14th instant, and the following reply has been received— Pretoria, 18th July, 12.55 p.m.—The temporary break in communications and necessity for giving preference to troops and supplies occasioned delay in issue of boots and clothing to some units. The last consignment arrived to-day.
