thought the Chancellor of the Exchequer ought to give some explanation of this measure

The reason for the introduction of this Bill is to limit the quantity of oil used in the manufacture of tobacco, there being at present no prohibition as to the quantity of oil that may be used. It has been found that some manufacturers put. too much oil into their tobacco, with the result that the public who consume it are injured and the revenue is defrauded. Not only this, but it is very unfair competition.
