HUMPHREYS-OWEN (Montgomeryshire)I beg to ask the Secretary of State for the Colonies whether persons sentenced by courts martial in the Cape Colony to terms of imprisonment or penal servitude are detained in civil or in military prisons; and, if they are detained in civil prisons, whether the warrants are signed by civil or by military officers.
