SAMUEL YOUNG (Cavan, E.)I beg to ask the Chief Secretary to the Lord Lieutenant of Ireland whether his attention has been called to the recent increases of rent made at Belfast by the Land Commissioners, and to the statement of Mr. Commissioner O'Brien as to the effect which these decisions are likely to have on rents in South Antrim and North Down; and whether, in view of the feeling produced amongst farmers in Ulster by the proceedings at the Commission, rules will be framed for the future guidance of the sub-commissioners.
§ MR. G. W. BALFOURMy attention was only called to this matter by a newspaper cutting which I received from the hon. Gentleman on arrival at the House this afternoon. With respect to the second paragraph, the framing of rules is entirely one for the consideration of the Land Commissioners themselves.
