I beg to ask the Under Secretary of State for Foreign Affairs whether it is proposed to put the allied forces at Tientsin under the command of a Japanese general officer; and who is in command of the allied forces at present, and who is it proposed to put in command when the advance on Peking commences.

Does the right hon. Gentleman refuse to inform the House of Commons whether there is any Commander-in-Chief at the present moment in command of the allied forces at Tientsin?
