I beg to ask the Secretary to the Treasury, as representing the Postmaster General, on what grounds two stripes are withheld from postman White, of Bletchley, and for what reason the application he has sent in for his record has been refused.

White was deprived of his two good conduct stripes in January, 1898, for absenting himself from duty on an insufficient plea of illness, a form of irregularity of which he had frequently been guilty. The postman was informed of the cause of this punishment, and as the only reason he gave for asking for a copy of his record was to prove that he was "punished for illness in 1898." it was not considered necessary to comply with his request.
