I beg to ask the Secretary of State for the Colonies whether any decision has been arrived at on the subject of the memorandum from the Governor of New Zealand, suggesting the incorporation of certain groups of Pacific Islands within the boundaries of that colony; I beg also to ask the Secretary of State for the Colonies if he will explain how it is proposed to discriminate between the islands of the Pacific that will come within the legislative purview of the Australian Commonwealth Parliament, and those that are regarded by New Zealand as coming within her legitimate sphere of influence.

In answer to these questions I have to state that the matter is one which must be discussed by Her Majesty's Government with the Governments of New Zealand and of the Commonwealth of Australia when it has been established.
