§ MR. PROVANDI beg to ask the First Lord of the Treasury whether the Russian Government has made a proposal to appoint a Consul General at Bombay; whether there are any British Consuls anywhere in Russia east of Batoum; and whether, before agreeing to the appointment of a Russian Consul General at Bombay, the Government will require the acceptance of a British Consular representative at some suitable place in Eastern Russia.
§ MR. A. J. BALFOURI understand that this question has already been fully answered by the Under Secretary for Foreign Affairs, and I refer the hon. Gentleman to the reply given on the 19th of this month.*
